JAKARTA — In an ongoing effort to elevate the standard of healthcare delivery across the archipelago, BPJS Kesehatan officially hosted the Seva Paramahita Award 2026 in Jakarta on Tuesday, September 15. The prestigious ceremony served as a critical platform to honor healthcare facilities demonstrating exceptional commitment, innovation, and integrity in providing high-quality medical services to participants of the National Health Insurance (Program Jaminan Kesehatan Nasional – JKN).
The event formed a core highlight of the 2026 National Meeting of BPJS Kesehatan Healthcare Facilities. By shifting the paradigm from mere service quantity to tangible health outcomes, the awards underscore a strategic transition toward value-based care within Indonesia’s universal healthcare framework. As the nation’s premier health coverage scheme continues to expand its demographic footprint, leadership from BPJS Kesehatan, the Ministry of Health, and coordinating ministries have converged on the reality that infrastructural growth must be tightly coupled with clinical excellence.
Expanding Universal Coverage and Financial Protection
Opening the ceremony, BPJS Kesehatan President Director Prihati Pujowaskito emphasized that broadening JKN membership must inherently align with qualitative improvements across all partnered medical institutions. Statistical data presented during the national meeting indicates that as of September 1, 2026, the JKN program successfully provides comprehensive healthcare protection to approximately 284.3 million citizens, translating to over 80.6 percent of Indonesia’s total population.
"Our core mandate goes far beyond merely registering citizens into the system," Pujowaskito stated during his keynote address. "We must guarantee that whenever participants require medical intervention, they receive certified, high-quality care backed by robust financial risk protection against catastrophic healthcare expenditures."
To accommodate this massive populace, BPJS Kesehatan has steadily scaled its network of medical partners. As of September 2026, the administration coordinates with 23,816 First-Level Health Facilities (FKTP)—comprising community health centers (Puskesmas) and independent clinics—alongside 3,221 Advanced Referral-Level Health Facilities (FKRTL), such as general and specialized hospitals, supplemented by 7,185 ancillary medical support facilities.
Despite this extensive operational grid, Pujowaskito stressed that sheer numerical growth must be balanced with clinical appropriateness. Reviewing financial disbursements spanning over a decade, BPJS Kesehatan revealed that between 2014 and 2025, cumulative claims payouts to partnered health facilities surpassed Rp1,279.8 trillion. This substantial fiscal commitment highlights the heavy reliance millions of Indonesians place on the JKN program, particularly vulnerable groups battling chronic or severe illnesses requiring long-term, specialized treatments.
The Paradigm Shift: From Volume-Based to Value-Based Care
A central theme dominating the 2026 National Meeting was the urgent necessity to pivot from volume-driven medical practices toward a value-based care delivery model. In modern healthcare administration, value-based care prioritizes patient health outcomes per rupiah spent rather than the sheer volume of medical procedures performed.
"Value-based care is not about cutting back on necessary treatments; rather, it ensures that participants obtain the right medical interventions at the right time, tailored precisely to their clinical needs, resulting in optimal health outcomes," Pujowaskito explained.
The Seva Paramahita Award 2026 was explicitly designed to recognize facilities that embody this philosophy. By celebrating institutions that exhibit superior performance, pioneering digital or operational innovations, unyielding integrity, and sound governance, BPJS Kesehatan aims to cultivate a roster of role models. These recognized facilities are expected to function as regional knowledge hubs, sharing best practices and elevating operational standards across neighboring health centers.
Echoing this sentiment, BPJS Kesehatan Chairperson of the Supervisory Board, Stevanus Adrianto Passat, noted that clinical excellence cannot exist in a vacuum; it must rest upon an unyielding foundation of institutional integrity and robust governance. Because health facilities represent the primary touchpoint shaping a citizen’s subjective experience with the state, their professional accountability remains paramount.
"The Seva Paramahita Award reflects the noble spirit of dedication through premier service," Stevanus remarked. "This accolade is not merely a celebration of past achievements; it is a profound reaffirmation of our collective moral and professional obligation to secure superior care pathways for every JKN participant."
Inter-Agency Collaboration and Governmental Backing
The event drew high-level participation from key government stakeholders, emphasizing the cross-sectoral nature of public health administration in Indonesia. Coordinating Minister for Community Empowerment Muhaimin Iskandar highlighted that the bedrock of a stable JKN system relies on continuous institutional self-assessment and relentless service improvement within local health facilities.
Expressing gratitude for the program’s enduring legacy, Muhaimin framed BPJS Kesehatan as a stellar manifestation of national solidarity. "We must appreciate how BPJS Kesehatan continues to evolve into a formidable engine of national mutual cooperation (gotong royong)," Muhaimin asserted. "Let us work hand in hand to ensure this giant collective welfare enterprise remains robust, solvent, and fully capable of safeguarding our populace. Our ultimate objective is to eradicate the terrifying reality of citizens plunging into sudden poverty simply because they fell ill."
Representing the Ministry of Health, Dr. Maria Endang Sumiwi, Director General of Primary and Community Health, underscored the vital interdependence of institutional partners. She asserted that the long-term sustainability of the JKN program is fundamentally tethered to transparent, harmonious collaboration among the Ministry, BPJS Kesehatan, regional governments, medical practitioners, and the broader community.
"There is no sustainable JKN program without a healthy synergy connecting health authorities, regulators, providers, medical workers, and patients," Maria Endang noted, adding that recognition platforms like the Seva Paramahita Awards heavily motivate medical personnel to deliver safe, dignified, and high-standard care.
Strategic Innovations: Enhancing the Patient Experience
In tandem with the awards ceremony, BPJS Kesehatan rolled out several administrative and operational enhancements designed to streamline the patient journey and plug potential coverage gaps:
- Revamped BPJS SATU Officers: The administration officially introduced an upgraded framework for BPJS Siap Membantu (BPJS Ready to Help) officers stationed across various health facilities. These frontline facilitators are tasked with providing real-time information, navigation assistance, and expedited complaint resolution directly to patients.
- Complementary Health Insurance Integration: To mitigate out-of-pocket expenses for services falling outside baseline JKN guidelines, BPJS Kesehatan is scaling up coordination mechanisms with Additional Health Insurances (Asuransi Kesehatan Tambahan – AKT) through the Inter-Insurer Guarantee Coordination (Koordinasi Antar Penyelenggara Jaminan – KAPJ) scheme. This ensures seamless financial layering and integrated care packages for high-end medical procedures.
National Rollout of Honorees: 2026 Seva Paramahita Award Recipients
The pinnacle of the event was the announcement of thirty exemplary health facilities spanning diverse categories, recognizing their stellar contributions to the national health insurance landscape in 2026. The evaluation process rigorously assessed indicators such as clinical compliance, prompt service delivery, low complaint indices, and administrative transparency.

Implications for the Future of Indonesian Healthcare
The 2026 Seva Paramahita Awards mark a critical juncture in the maturation of Indonesia’s universal healthcare coverage. As the system transitions past its initial foundational years focused primarily on enrollment expansion, the strategic pivot toward clinical quality control, value-based reimbursement, and rigorous performance benchmarking signals a maturing institutional ecosystem.
Observers note that by publicly honoring top-performing regional facilities—ranging from remote community centers in East Kalimantan to dental practices in West Sumatra—BPJS Kesehatan is effectively incentivizing grassroots compliance and healthy competition among providers. If sustained, these administrative adjustments are expected to directly address lingering patient grievances concerning service disparities across urban and rural divides, ultimately solidifying the long-term viability of the world’s largest single-payer social health insurance program.
