Jakarta, CNN Indonesia — The financial mechanisms and long-term structural viability surrounding the debt repayment of Indonesia’s flagship Jakarta-Bandung high-speed railway, commercially known as Whoosh, have taken center stage in high-level diplomatic and economic discussions between Jakarta and Beijing. The ongoing negotiations, aimed at securing sustainable financial frameworks and exploring potential project extensions, underscore the complex economic landscape of Indonesia’s most ambitious modern transportation infrastructure endeavor.
The developments emerged following meetings held by the Chairman of the National Economic Council (DEN), Luhut Binsar Pandjaitan, during his official four-day diplomatic visit to the People’s Republic of China. Luhut engaged in strategic dialogues with high-ranking Chinese officials, most notably Zheng Shanjie, the Chairman of China’s National Development and Reform Commission (NDRC). The discussions highlighted both nations’ commitment to resolving structural fiscal matters while ensuring the continued operational success and potential geographic expansion of the high-speed rail corridor.
Strategic Diplomatic Engagements in Beijing and Zhejiang
Luhut’s diplomatic itinerary in China, spanning from September 15 to September 18, encompassed a series of high-level engagements designed to reinforce bilateral economic cooperation and iron out technical cooperation details. In addition to his substantive meeting with NDRC Chairman Zheng Shanjie, whom Luhut described as a long-standing counterpart, the Indonesian economic envoy participated in the "China Economic and Social Forum 2026" hosted in Hangzhou, Zhejiang province.
Furthermore, Luhut held bilateral discussions with Chinese Foreign Minister Wang Yi and Wang Dongfeng, the Secretary-General of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC). Beyond closed-door governmental negotiations, Luhut also delivered a comprehensive public lecture at Tsinghua University, addressing bilateral economic synergies, infrastructure development, and the future of green transportation in Southeast Asia.
The core objective of the discussions in Beijing centered on the rigorous follow-up of technical mechanisms tied to the Whoosh debt structure. Having previously overseen parts of the project during his tenure as Coordinating Minister for Maritime Affairs and Investment, Luhut emphasized that the administration of President Prabowo Subianto is taking a hands-on, coordinated approach to address the fiscal liabilities associated with the capital-intensive railway.
Financial Structuring and Debt Restructuring Frameworks
Addressing the financial obligations of the Kereta Cepat Indonesia China (KCIC) consortium requires meticulous coordination among key Indonesian economic ministries. Luhut noted that the alignment of key stakeholders—including Coordinating Minister for Economic Affairs Airlangga Hartarto, the Ministry of Finance, and Deputy Finance Minister Suahasil Nazara—is critical to ensuring a seamless execution of the debt repayment plan.
"Because we cannot simply let this pass by—otherwise, we are the ones who suffer losses—there must be technical follow-ups, and we are discussing the debt payment structure. Since the people who previously worked on this were from our side at the coordinating ministry, I am familiar with it. Coordinating Minister Airlangga must also know, President Prabowo has already been confirmed, the Ministry of Finance knows, and Deputy Finance Minister Suahasil already understands," Luhut explained.
Luhut expressed strong optimism that the integrated approach adopted by the current administration will expedite the resolution process. According to the DEN Chairman, President Prabowo Subianto has already provided a formal "green light" for the execution phase. Leveraging long-standing personal relationships and institutional rapport with Chinese officials, Luhut asserted that Beijing has demonstrated a receptive and flexible stance regarding the proposed debt restructuring terms.
"There are no issues. And if we look at Whoosh, it has transformed our lifestyle because people can live in Jakarta, have lunch in Bandung, travel back and forth effortlessly, and many are even asking for the Whoosh service to be extended all the way to Surabaya. I raised this as well during the meeting with Chinese officials," Luhut added.
Evolution of the Financial Burden and Restructuring Proposals
The financial parameters surrounding the Jakarta-Bandung High-Speed Railway have been subject to continuous evaluation and adjustment. Earlier insights provided by former Finance Ministry officials, including former Finance Minister Purbaya Yudhi Sadewa, outlined a proposed restructuring scheme designed to alleviate immediate sovereign fiscal pressures. Under this framework, the debt service obligations for the KCJC project are projected to utilize an annual installment scheme of approximately Rp1 trillion per year, spread across an extended tenor of up to 80 years.
Financial analysts and fiscal authorities have evaluated this extended tenor model as significantly more manageable than initial worst-case projections, arguing that the distributed burden falls well within the absorptive capacity of the state budget managed by the Ministry of Finance. This restructuring forms a cornerstone of the government’s strategy to prevent infrastructure financing from crowding out other critical developmental and social expenditures.
In tandem with debt restructuring, the Indonesian government has moved forward with strategic shifts in project ownership and corporate governance. Plans are underway for the Indonesian state to assume a controlling 60 percent majority stake in PT Kereta Cepat Indonesia China (KCIC). This majority ownership will be consolidated through the state-owned enterprise (SOE) consortium PT Pilar Sinergi BUMN Indonesia (PSBI). Meanwhile, the remaining 40 percent equity share will continue to be held by the Chinese consortium, Beijing Yawan HSR Co. Ltd.
Corporate Governance and Institutional Continuity
To facilitate the acquisition of the PSBI equity share, the Ministry of Finance is currently conducting comprehensive due diligence and asset valuation processes. These evaluations are essential to determine the exact fair market value of the transferred shares and to ensure regulatory compliance and fiscal transparency.
Despite transitional changes within the country’s economic leadership—including the leadership transition at the Ministry of Finance from Purbaya Yudhi Sadewa to Suahasil Nazara—institutional continuity remains a priority. Danantara Indonesia Chief Executive Officer (CEO) Rosan Roeslani provided strong assurances that the operational transfer and financial consolidation of KCIC management under the Ministry of Finance are proceeding on schedule without administrative disruption.
This institutional stability is viewed by international markets as a positive indicator of policy consistency under President Prabowo’s administration. By institutionalizing rigorous oversight, the government aims to professionalize the management of strategic national assets while mitigating long-term fiscal risks associated with mega-infrastructure projects.
Long-Term Vision and Potential Expansion to East Java
Beyond immediate debt resolution and ownership restructuring, the dialogue in Beijing also touched upon the broader strategic vision for Indonesia’s high-speed rail network. The immense popularity and high ridership figures of the Whoosh service since its commercial inauguration have generated substantial public and political demand for geographic expansion.
Commuters and regional leaders have increasingly advocated for the extension of the high-speed rail corridor beyond West Java, connecting the nation’s capital and Bandung further east toward Central and East Java, ultimately targeting Surabaya. Luhut confirmed that this prospective expansion was explicitly tabled during his discussions with NDRC Chairman Zheng Shanjie to gauge Beijing’s long-term appetite for continued partnership in subsequent phases of the rail network.
However, executing a project of such monumental scale requires institutional dedication and clear ministerial accountability. Luhut emphasized that President Prabowo will need to formally designate a specific coordinating minister to spearhead the continuity and execution of future high-speed rail phases.
"Regarding the sustainability of the high-speed rail project, President Prabowo needs to appoint a relevant coordinating minister. Whether it is AHY [Agus Harimurti Yudhoyono] or someone else, someone will need to execute it to ensure continuity," Luhut stated.
Broader Economic Implications and Analytical Outlook
The ongoing negotiations in Beijing and the restructuring of the Whoosh financial liabilities carry profound implications for Indonesia’s sovereign credit profile and foreign investment climate. By proactively addressing debt sustainability and optimizing equity structures, the Indonesian government demonstrates a pragmatic approach to managing high-profile Belt and Road Initiative (BRI) associated infrastructure projects.
Economists note that the success of the Jakarta-Bandung high-speed rail serves as a crucial benchmark for future public-private partnerships and foreign-financed infrastructure developments in Indonesia. The ability to negotiate flexible debt tenors, secure majority equity control, and maintain transparent financial governance reinforces investor confidence in the country’s macroeconomic management.
As technical teams from both Indonesia and China continue to refine the implementation details following Luhut’s diplomatic mission, the focus remains on balancing fiscal prudence with transformative regional connectivity. With high-level political backing from President Prabowo’s administration and cooperative engagement from Chinese counterparts, the structural future of the Whoosh project appears positioned on a more stable and sustainable trajectory.
