VinFast to Establish Local Electric Motorcycle Production in Indonesia Starting 2027

by Suro Senen

JAKARTA, Indonesia – VinFast, the Vietnamese automotive manufacturer, has officially announced its commitment to commencing local production of electric motorcycles within Indonesia, with assembly operations set to begin in Subang, West Java, in 2027. This strategic move signifies a significant shift from its current import-only model for the Indonesian market.

Currently, all VinFast electric motorcycle units available for sale in Indonesia are imported as completely built-up (CBU) units. However, the company is actively preparing its Subang facility to transition to a completely knocked-down (CKD) assembly scheme. This transition is slated to commence in 2027, according to Yordan Satriadi, Chief Executive Officer of VinFast Indonesia E-Motocycle.

"For the time being, this year we are still fully CBU, but later the CKD will be done in Subang. The plan is to start next year, which is 2027," Satriadi stated during an interview following the launch of VinFast electric motorcycles in West Jakarta on Saturday, July 18, 2026. This announcement comes at a pivotal moment for Indonesia’s burgeoning electric vehicle (EV) sector, as the government actively encourages domestic manufacturing and investment in green technologies.

VinFast’s Entry into the Indonesian Electric Motorcycle Market

VinFast has made its debut in the Indonesian electric motorcycle market with the introduction of three distinct models: the VinFast Evo, the VinFast Feliz II, and the VinFast Viper. These models aim to cater to a range of consumer preferences and needs, from urban commuting to more performance-oriented riding.

The VinFast Evo is being offered at an on-the-road (OTR) Jakarta price of Rp 17.5 million. The VinFast Feliz II is priced at Rp 18.5 million, and the VinFast Viper commands a price of Rp 22 million. A key aspect of VinFast’s sales strategy in Indonesia is the inclusion of a battery subscription scheme, which aims to reduce the upfront cost for consumers and provide a flexible ownership model. This approach is designed to make electric motorcycle ownership more accessible and less daunting for a wider segment of the Indonesian population, who are accustomed to the lower upfront costs of traditional internal combustion engine (ICE) motorcycles.

The company’s strategy extends beyond individual consumer sales, as VinFast is actively seeking partnerships with various business entities. These collaborations are envisioned for a variety of applications, including providing operational vehicles for corporations and supporting app-based ride-hailing services.

"We are open to everyone. So, we can absorb all of it. We are open, anyone who wants to own our vehicles for company fleets or for ride-hailing, we can cooperate," Satriadi elaborated, highlighting the company’s ambition to integrate its electric two-wheelers into the broader Indonesian economic landscape. This B2B (business-to-business) approach is crucial for driving mass adoption of electric vehicles, as it leverages the existing infrastructure and user base of businesses.

Building a Robust Electric Vehicle Ecosystem

In parallel with its vehicle sales and production plans, VinFast is concurrently focusing on expanding its electric vehicle ecosystem. A cornerstone of this effort is the development of a comprehensive battery swapping network. In collaboration with V-Green, VinFast has already established over 2,000 battery exchange stations strategically located across the Jabodetabek region (Jakarta, Bogor, Depok, Tangerang, and Bekasi) and several other major cities on the island of Java.

This extensive network of battery swap stations is designed to alleviate range anxiety, a common concern for potential electric vehicle adopters. By allowing riders to quickly exchange a depleted battery for a fully charged one at designated points, VinFast aims to offer a level of convenience comparable to refueling a traditional gasoline-powered motorcycle, thereby enhancing the practicality and appeal of its electric offerings. The rapid expansion of this network underscores VinFast’s commitment to creating a seamless user experience and fostering a supportive environment for electric mobility in Indonesia.

Market Potential and Strategic Outlook

VinFast views the Indonesian motorcycle market as a highly promising arena for its electric two-wheeler business. With an annual market size exceeding six million units, Indonesia represents one of the largest motorcycle markets globally. This substantial demand presents a significant opportunity for VinFast to establish a strong foothold in the rapidly growing electric motorcycle segment.

"Indonesia has a large market. Per year, it’s more than six million units. This is something very interesting for the two-wheel business in Indonesia," Satriadi commented, emphasizing the strategic importance of the Indonesian market for the company’s global expansion.

The decision to localize production through a CKD assembly model in Subang is a critical step in VinFast’s long-term strategy. By moving production onshore, VinFast aims to benefit from potential cost reductions, better supply chain management, and a more responsive approach to local market demands. Furthermore, local manufacturing can often lead to more favorable government incentives and potentially higher local content, which can further enhance competitiveness.

The company’s multi-pronged approach—combining competitive pricing with a battery subscription model, a focus on B2B partnerships, an expanding battery swap network, and the upcoming local assembly—demonstrates a comprehensive strategy to penetrate and capture market share in Indonesia’s dynamic two-wheeler industry.

Broader Implications for Indonesia’s EV Transition

VinFast’s investment in local production is a significant development for Indonesia’s broader ambition to become a regional hub for electric vehicle manufacturing and adoption. The company’s commitment to CKD assembly signals a deeper integration into the Indonesian economy, promising job creation, technology transfer, and the development of a local supply chain for EV components.

The Indonesian government has been actively promoting the transition to electric vehicles through various policies, including tax incentives and the development of charging infrastructure. VinFast’s proactive approach in establishing a robust battery swapping network aligns with these national objectives and contributes to building the necessary ecosystem for widespread EV adoption.

The success of VinFast’s entry and its ability to scale production will likely serve as a benchmark for other international EV manufacturers considering investments in Indonesia. The company’s performance will be closely watched as it navigates the competitive landscape, consumer preferences, and regulatory environment of one of Southeast Asia’s largest economies.

The expansion of the electric motorcycle market, driven by players like VinFast, has the potential to significantly reduce Indonesia’s reliance on fossil fuels for transportation, thereby contributing to cleaner air quality and a reduced carbon footprint. As the global automotive industry shifts towards electrification, VinFast’s strategic investments in markets like Indonesia are crucial for shaping the future of mobility.

The company’s emphasis on building a comprehensive ecosystem, rather than just selling vehicles, is a key differentiator. By addressing critical aspects such as charging convenience and affordability, VinFast is positioning itself to overcome common barriers to EV adoption and to foster a sustainable growth trajectory for electric mobility in Indonesia. The coming years will be critical in observing how VinFast translates its ambitious plans into tangible market impact and contributes to Indonesia’s green energy transition.

The commitment to local production, coupled with an expanding service network, signals VinFast’s long-term vision for the Indonesian market. This strategic foresight is crucial in a market as substantial and competitive as Indonesia’s, where consumer loyalty and brand perception are hard-won. By investing in local capabilities and infrastructure, VinFast is laying the groundwork for sustained growth and a significant presence in Indonesia’s electric two-wheeler revolution.

The timeline for the CKD operations to commence in 2027 provides ample time for VinFast to finalize its manufacturing setup, train its workforce, and optimize its supply chain within Indonesia. This phased approach allows for a systematic and well-executed transition, minimizing potential disruptions and maximizing the chances of success. The company’s proactive engagement with local businesses and its focus on building a comprehensive EV ecosystem suggest a commitment that goes beyond mere market entry, aiming instead for deep integration and long-term sustainability.

The Indonesian government’s support for the EV sector, including potential incentives for local manufacturing and the development of charging infrastructure, will play a crucial role in facilitating VinFast’s expansion. As the country continues to push for a greener transportation future, partnerships between the private sector and government will be instrumental in accelerating the adoption of electric vehicles. VinFast’s move to establish local production is a positive signal that aligns with these national aspirations, potentially attracting further investment and expertise into Indonesia’s growing EV industry.

The success of VinFast’s strategy will hinge on its ability to deliver on its promises of competitive pricing, reliable products, and a convenient ownership experience. The growing consumer awareness and acceptance of electric vehicles in Indonesia, coupled with government support, create a fertile ground for VinFast to establish a significant presence. The company’s early mover advantage in establishing a widespread battery swap network, combined with its impending local production, positions it strongly to capture a substantial share of this burgeoning market.
