Bank Indonesia has reported that while the aggregate gross non-performing loan (NPL) ratio remained steady at a relatively low level of 2.09 percent as of June 2026, a closer look at specific segments reveals mounting vulnerabilities within the property market. Particularly concerning is the trajectory of non-subsidized mortgage loans—known locally as Kredit Pemilikan Rumah (KPR) nonsubsidi—targeted at lower- and middle-income borrowers, which have fallen squarely into a high-risk quadrant characterized by a substantial market share.
The central bank’s findings, published in the Financial Stability Review No. 47 in August 2026, underline a persistent deterioration in credit quality for this specific demographic. According to the report, NPL ratios for lower- and middle-class non-subsidized mortgages began climbing upward from the second quarter of 2025 and continued their upward march through the second quarter of 2026. This upward trajectory is evident in both quarterly and annual comparisons, outpacing the more stable delinquency metrics observed among upper-class borrowers who possess more robust financial cushions.
Macroeconomic Pressures and the Labor Market Squeeze
The underlying driver behind the rising default rates in the non-subsidized mortgage sector points directly to a weakening household resilience among lower- and middle-income groups. These segments have found themselves increasingly squeezed by adverse developments in the national labor market and a noticeable deceleration in wage growth, both of which severely impair their debt-servicing capacity.
This financial strain is vividly illustrated by data surrounding the government’s Job Loss Guarantee (Jaminan Kehilangan Pekerjaan) program. Claims filed under the program surged significantly, jumping from 164,084 cases in May 2025 to 193,725 cases by May 2026. This stark increase signals widespread layoffs, employment instability, and reduced earning power across the workforce, directly feeding into consumers’ inability to meet monthly financial obligations.
Compounding the employment shocks is a persistent downward trend in real wage growth. Data indicates that real wage increases have fallen behind the growth rate of the Provincial Minimum Wage (Upah Minimum Provinsi or Ump). This deceleration of real income directly erodes the disposable income of middle-to-lower-income households who operate with minimal financial buffers. Consequently, when faced with stagnant or shrinking real earnings, these households struggle to keep up with high-value, long-tenor financial commitments, rendering long-term housing loans particularly vulnerable to default.
Overall Credit Risk Trends: A Mixed Picture
Despite the alarming trends observed in the lower-tier mortgage sector, Bank Indonesia’s broader assessments indicate that the country’s aggregate credit risk remains generally well-managed. The overall gross NPL ratio improved slightly, dropping from 2.14 percent in the first quarter of 2026 down to 2.09 percent in the second quarter of the same year.
This broader portfolio improvement was largely powered by a positive performance in the commercial and corporate loan segments, where credit quality strengthened. However, consumer and retail segments continued to experience stress, driven primarily by the aforementioned decline in the repayment capacity of middle- and lower-class borrowers.
Looking closely at specific consumer credit categories, the NPL ratio for total consumer loans climbed from 2.35 percent in Q1 2026 to 2.45 percent in Q2 2026, a shift driven predominantly by the deteriorating quality of housing loans. Meanwhile, micro, small, and medium enterprise (MSME) loans continued to register higher default rates compared to other segments, though they showed a marginal improvement, easing from 4.60 percent in the first quarter of 2026 to 4.54 percent in the second quarter.
Government and Regulatory Interventions to Protect Purchasing Power
Recognizing the acute risks facing vulnerable segments of the population, Indonesian authorities have rolled out targeted policy responses aimed at stabilizing household purchasing power and ensuring the affordability of housing finance.
In the housing finance sector, the government has broadened access to subsidized mortgage schemes. This includes adjusting the maximum income thresholds for eligibility under the Low-Income Communities (Masyarakat Berpenghasilan Rendah or MBR) category, raising the limit to between Rp8.5 million and Rp14 million per month, depending on the region. Furthermore, policymakers are planning to extend the maximum tenor of mortgages to enhance affordability and lower monthly installment burdens for borrowers, thereby improving debt service ratios.
Beyond direct housing interventions, the central government has maintained ongoing fiscal protections via the 2026 State Budget (APBN). These measures include sustained energy subsidies covering subsidized diesel fuel, 3-kilogram liquefied petroleum gas (LPG) cylinders, and electricity tariffs for vulnerable households. These fiscal cushions are designed to protect basic consumption levels and prevent inflationary shocks from further eroding the disposable incomes of the middle and lower classes.
Broader Implications for the Property and Banking Sectors
The concentration of credit risk in the non-subsidized middle- and lower-income mortgage segment carries critical implications for commercial banks and property developers alike. For banking institutions, heightened caution is likely to prevail in credit underwriting standards. Lenders may implement stricter loan-to-value (LTV) limits, demand more rigorous income verification, or increase provisioning for potential loan losses in the mid-market residential category.
For the real estate industry, the cooling demand and rising default risks in the non-subsidized sector underscore the necessity for developers to pivot their product offerings. Developers may find it increasingly difficult to move inventory in the mid-tier housing bracket, prompting a strategic shift either toward affordable housing categories backed by state subsidies or luxury developments insulated from macroeconomic headwinds.
Ultimately, stabilizing the non-subsidized mortgage market will require a synchronized approach between monetary authorities, fiscal policymakers, and financial institutions. Restoring robust labor market conditions and real wage growth remains paramount to ensuring that middle- and lower-income households can safely navigate long-term financial commitments without threatening the broader stability of Indonesia’s financial system.
