The confirmation from the newly appointed Coordinating Minister marks a significant escalation in what is being described as one of the most sensitive national security breaches in Indonesia’s recent history. The allegations center on the unauthorized surveillance of the Head of State and several cabinet members, an act that has sent shockwaves through the nation’s political and security establishments.

The Official Confirmation from the Coordinating Ministry

Speaking during a press conference held at his office in Jakarta on Tuesday, November 3, 2026, Yusril Ihza Mahendra addressed the growing public speculation surrounding the status of General Listyo Sigit Prabowo. When pressed by journalists regarding whether the current administration was aware of the extent of the wiretapping operation, Yusril provided a definitive response.

"It is, of course, a matter of record that the President is fully aware of the situation, as he has been directly briefed on these developments by the current leadership of the National Police," Yusril stated. He emphasized that the gravity of the accusations—involving the surveillance of the President himself—transcends typical disciplinary issues within the force. According to Yusril, the case is being handled with the highest level of scrutiny due to its implications for national sovereignty and the integrity of executive communications.

The Minister’s statement serves as the first official acknowledgment from the cabinet level that the investigation into the former police chief has moved beyond internal police oversight and into the domain of national security oversight.

Chronology of the Crisis: From Command to Custody

The downfall of General Listyo Sigit Prabowo has been rapid and dramatic. To understand the current climate, one must look at the timeline leading up to his detention.

October 2026: Reports began to surface in independent media outlets suggesting irregularities within the police intelligence apparatus. These reports hinted at "unauthorized surveillance protocols" being executed by high-ranking officials.
Late October 2026: General Listyo Sigit Prabowo concluded his tenure as the Chief of the Indonesian National Police. Initial reports cited a standard transition of power.
November 2026: Barely one month after leaving his post, investigators from the Internal Affairs Division (Propam) and specialized task forces took the former Chief into custody.
November 3, 2026: Coordinating Minister Yusril Ihza Mahendra confirms the President’s awareness of the situation, effectively legitimizing the legal actions being taken against the former police chief.

The transition from the top law enforcement official in the country to a detainee within the same institution underscores the severity of the charges. Legal experts note that the arrest of a former National Police Chief is unprecedented in the post-reform era of Indonesian policing.

The Scope of the Alleged Wiretapping

The accusations against the former General involve the illegal interception of communications belonging to President Prabowo Subianto and several members of his ministerial cabinet. In a democratic state, such actions are considered a grave violation of constitutional norms and a direct assault on the separation of powers.

Wiretapping, or "penyadapan," is strictly regulated under Indonesian law. Generally, surveillance of public officials must be authorized by judicial warrants and must be tied to ongoing, legitimate criminal investigations. If the surveillance conducted by the former police chief was done without the appropriate legal framework or under the guise of "national security" without proper oversight, it constitutes a massive breach of trust.

Security analysts have pointed out that the technical sophistication required to intercept communications at the presidential level suggests a misuse of high-end surveillance technology originally intended for counter-terrorism or organized crime prevention. This has raised concerns regarding the security of the Indonesian government’s digital infrastructure.

Institutional Implications and Police Reform

The detention of General Listyo Sigit Prabowo has forced the National Police (Polri) into a period of deep introspection and potential restructuring. Critics of the current police structure argue that the centralization of power in the hands of the National Police Chief has historically lacked the necessary checks and balances to prevent such abuses.

"This incident is a watershed moment," says a senior political analyst. "The police institution is now tasked with investigating one of its own at the highest level. If they can demonstrate transparency, it will save the institution’s credibility. If they fail to provide a transparent trial, the public trust in law enforcement will be severely compromised for years to come."

The Ministry of Law, Human Rights, Immigration, and Correctional Affairs is expected to play a major role in ensuring that the legal process is handled impartially. Minister Yusril Ihza Mahendra has indicated that the government is committed to maintaining the rule of law, regardless of the former official’s past status.

Impact on the Prabowo Administration

For the administration of President Prabowo Subianto, this incident represents an early test of its commitment to cleaning up state institutions. The President, who campaigned on a platform of strengthening the nation’s security and sovereignty, now faces the challenge of managing a potential internal crisis within the security apparatus.

The fact that the wiretapping reached the presidential level suggests that the motive behind the surveillance was likely political, aimed at gathering intelligence on the government’s policy decisions or private deliberations. The administration’s response—acknowledging the breach and allowing the judicial process to proceed—is being viewed as a move to stabilize the political environment and project a "business as usual" stance to international observers.

However, the ripple effects are expected to reach far beyond the detention center. Questions regarding who else was involved, what information was accessed, and whether this surveillance extended to the judiciary or the legislature remain unanswered.

Fact-Based Analysis of the Legal Framework

Under the prevailing Indonesian laws, specifically the Electronic Information and Transactions (ITE) Law and the Criminal Procedure Code (KUHAP), the unauthorized interception of electronic communications is a criminal offense. Should the evidence presented in the case against Listyo Sigit Prabowo prove that he orchestrated these actions for personal or political gain, he could face significant prison time.

Furthermore, the legal precedent being set is significant. It signals that no individual, regardless of their rank or past service to the state, is immune from the legal consequences of breaching national security. As the case progresses, the public and the media will be looking for answers regarding:

The Evidence: What specific data was collected, and for what purpose was it intended?
The Accomplices: Was this an isolated act by the former Chief, or was there a network of officers involved in the execution of the surveillance?
The Security Upgrades: What measures are being taken to ensure that the President and the cabinet are no longer vulnerable to such internal threats?

Conclusion: A Nation Watching

As the investigation continues, the focus will remain on the integrity of the judiciary. The detention of a figure as prominent as a former National Police Chief serves as a grim reminder of the dangers of unchecked power.

For the people of Indonesia, the coming weeks will be critical. The transparency of the legal proceedings will determine whether this incident leads to a long-overdue reform of the security agencies or if it becomes yet another chapter in the country’s complex history of political maneuvering.

The Coordinating Ministry, under the direction of Yusril Ihza Mahendra, remains the primary point of contact for the government’s official position. As the legal proceedings move forward, the government is expected to continue providing updates, balancing the need for public transparency with the sensitive nature of the national security information involved in the case.

This case is not just about the fall of a general; it is about the resilience of Indonesia’s democratic institutions in the face of internal subversion. The world, and the Indonesian citizenry, awaits the next developments in a case that is far from concluded.

Jenderal Listyo Sigit tersangka penyadapan Presiden Prabowo terancam 10 tahun penjara

written by Reynand Wu

In a move that has sent shockwaves through the Indonesian political and law enforcement landscape, the Criminal Investigation Agency (Bareskrim) of the Indonesian National Police has officially named former National Police Chief, General Listyo Sigit Prabowo, as a suspect in a high-profile case involving illegal wiretapping, the unauthorized deletion of electronic data, and illegal access. The investigation, which represents an unprecedented legal challenge against a former head of the national police force, also includes two other high-ranking police officers, Inspector General Ahrie Sonta and Inspector General Eko Hadi Santoso.

The charges stem from allegations that the former police chief and his associates orchestrated surveillance activities targeting the highest office in the nation, specifically President Prabowo Subianto. According to official statements from the Bareskrim, the suspects are now facing serious legal consequences under the Indonesian Criminal Code (KUHP) and the Law on Information and Electronic Transactions (UU ITE), with potential prison sentences of up to ten years if convicted.

Chronology of Events and Escalation

The investigation into General Listyo Sigit Prabowo follows a dramatic shift in his professional trajectory. Just one month after concluding his tenure as the National Police Chief, he has transitioned from being the nation’s top law enforcement official to a suspect in custody. The case came to light following a series of internal investigations conducted by the current leadership of the National Police, which uncovered irregularities in how sensitive data was handled within the force’s intelligence divisions.

Investigators allege that the illicit activities involved the interception of private communications, the systematic deletion of digital evidence, and unauthorized entry into restricted electronic systems. The scope of the investigation appears to span the final months of the previous administration, suggesting that the alleged illegal surveillance was part of a larger, clandestine effort to monitor high-level government communications.

Legal Basis and Specific Charges

Bareskrim Polri Commissioner General Asep Safrudin has confirmed that the investigation is being built upon three primary legal pillars. The most significant of these is Article 258 of Law Number 1 of 2023 regarding the Criminal Code, which criminalizes the act of intercepting, listening to, or recording the transmission of electronic information that is not intended for the public.

This charge is augmented by provisions within the Law on Information and Electronic Transactions (ITE), which strictly govern the integrity of data and the sanctity of private communications. Legal experts suggest that the application of these specific laws indicates a robust evidentiary foundation gathered by the Bareskrim, likely including digital forensics reports that trace the "illegal access" directly to terminals authorized for use by the suspects. The combination of these charges—illegal interception and tampering with electronic evidence—suggests a calculated attempt to not only monitor the President but also to obfuscate the paper trail left behind by the operation.

Supporting Context: The Integrity of Executive Privacy

The gravity of this case cannot be overstated. In any democratic state, the privacy and security of the Head of State are considered matters of national security. The allegation that the former head of the national police force—the very individual tasked with protecting the state and its leadership—was involved in compromising that security represents a profound institutional crisis.

For years, the National Police have maintained internal units dedicated to cyber intelligence. These units are designed to monitor threats to the state and assist in criminal investigations. However, the misuse of such powerful tools for political or personal surveillance constitutes an abuse of power that undermines the public trust in the police force. The fact that the target was President Prabowo Subianto adds a layer of constitutional urgency to the case, as it threatens the stability of the executive branch and the separation of powers.

Official Responses and Internal Repercussions

The National Police headquarters has maintained a strict stance on the matter, emphasizing that the rule of law must apply regardless of an individual’s previous rank. The decision to detain General Listyo Sigit and his fellow officers serves as a clear signal that the current administration is committed to internal reform and accountability, even when it involves the highest levels of the former police hierarchy.

While legal teams for the suspects have not yet provided a detailed defense, the atmosphere within the police force remains tense. Sources close to the investigation suggest that further arrests may follow as the Bareskrim continues to map the network of individuals involved in the surveillance operation. The arrests of Irjen Ahrie Sonta and Irjen Eko Hadi Santoso indicate that the investigation is looking beyond the former Chief, focusing on the operational structure that allowed such activities to persist undetected for a significant period.

Broader Impact and Institutional Implications

The implications of this case extend far beyond the immediate legal fate of the three suspects. Firstly, it forces a reckoning regarding the oversight mechanisms currently in place for police intelligence operations. Critics and civil society organizations have long argued for stricter civilian and judicial oversight of surveillance technology used by the police. The current case provides a compelling argument that without robust checks and balances, the state’s technological apparatus can be weaponized against the very leaders it is meant to serve.

Secondly, the case is likely to accelerate the process of police reform under the new administration. President Prabowo’s government is expected to leverage this scandal to push for significant structural changes, potentially decentralizing power within the National Police and implementing more rigorous audits of intelligence gathering departments.

Finally, the public perception of the police force is at a critical juncture. The news that a former chief is now a detainee has sparked widespread national debate. For the Indonesian public, the case serves as both a shock and a test of the judicial system’s independence. Whether the prosecution proceeds to trial without political interference will be a defining moment for the legitimacy of the rule of law in Indonesia.

Analytical Perspective on Future Proceedings

As the legal proceedings move forward, the focus will shift to the courtroom. The burden of proof will be on the prosecution to demonstrate not only that the technical act of wiretapping occurred but also to establish the motive behind such a sensitive and dangerous operation. Was this an act of political sabotage? Was it an attempt to consolidate power during the transition of administrations? Or was it a result of internal power struggles within the security apparatus?

The 10-year maximum sentence mentioned by authorities highlights the seriousness with which the state views these crimes. However, the trial is expected to be lengthy and complex, likely involving expert witnesses in cybersecurity and constitutional law. The case will undoubtedly serve as a landmark legal precedent in Indonesia, defining the boundaries of state surveillance and the liability of law enforcement officials when they deviate from their constitutional mandates.

As the nation watches, the Bareskrim’s pursuit of the case remains a testament to the ongoing shifts in Indonesian governance. The dismantling of this alleged surveillance network is seen by many as a necessary, albeit painful, step in ensuring that the Indonesian National Police remains a servant of the law and the state, rather than a tool for individual interests. Whether the outcome of this case results in a prison sentence or provides further revelations about the extent of the surveillance, the impact on Indonesia’s political fabric will be felt for years to come.

Ini Pernyataan Lengkap Polri Tetapkan Listyo Sigit dkk Tersangka Penyadapan Presiden Prabowo

by Lina Hope November 3, 2026

written by Lina Hope

JAKARTA — In a stunning development that has sent shockwaves through the highest echelons of Indonesia’s government and security apparatus, the Indonesian National Police’s Criminal Investigation Agency (Bareskrim Polri) has officially named three high-ranking officials, including a former National Police Chief, as suspects in a massive illegal wiretapping, data deletion, and unauthorized access scandal. The sweeping investigation exposes an unprecedented breach of privacy and national security, allegedly targeting high-profile targets ranging from sitting President Prabowo Subianto to key political figures, media executives, civil society organizations, and prominent business leaders.

The announcement was made by the Head of Bareskrim Polri, Police Commissioner General Asep Safrudin, during a high-stakes press conference held at the National Police Headquarters in Jakarta on Tuesday, November 3, 2026. According to Safrudin, the primary suspect in the coordinated conspiracy is Listyo Sigit Prabowo (LSP), a former Chief of the Indonesian National Police who currently holds the powerful and strategic position of Chief of Staff to the President. Alongside Listyo, investigators have implicated two other active high-ranking police generals: Irjen Ahrie Sonta (ASN), who serves as the Head of the Legal Division (Kadivkum) of the National Police, and Irjen Eko Hadi Santoso (EH).

The revelations have plunged the administration into a profound crisis of institutional trust, raising urgent questions regarding cybersecurity, the abuse of state intelligence tools, and the ultimate oversight of executive and law enforcement powers in the democratic republic.

Scope of the Surveillance Operation and Targeted Figures

The investigation, spearheaded by Bareskrim using advanced scientific crime investigation methods, uncovered a sprawling and covert surveillance network operating well outside the bounds of legal authorization. Investigators revealed that the suspects systematically intercepted telecommunications, monitored private conversations, and harvested sensitive data from an extensive list of high-profile victims.

The roster of targets underscores the breathtaking scale of the operation. Among those whose communications were allegedly compromised are sitting President Prabowo Subianto, various cabinet ministers, key government officials, prominent political party leaders, journalists and media representatives, leaders of mass community organizations (ormas), figures from major Non-Governmental Organizations (NGOs), and influential national business tycoons.

The inclusion of the Head of State and top-tier policymakers among the targets of illegal interception has elevated the case from a standard criminal investigation to a matter of paramount national security. Legal experts and state officials have wasted no time in condemning the actions, with senior political figures describing the scandal as a direct threat to the stability and sovereignty of the Indonesian state.

Chronology of Events and Suspect Modus Operandi

The criminal conspiracy allegedly took shape over a prolonged period spanning across 2025 and 2026. According to detailed findings presented by Commissioner General Asep Safrudin, the operation was executed under a veneer of official authority, masked by systematic procedural violations.

Investigators established that the suspects orchestrated the unlawful wiretapping of numerous telephone numbers without adhering to the stringent statutory requirements mandated by Indonesian law. Specifically, the operation bypassed the mandatory protocols of securing official request letters from authorized investigators and failed to attach formal Police Reports (Laporan Polisi). Crucially, the wiretapping had no connection whatsoever to legitimate law enforcement operations, criminal investigations, or counter-terrorism efforts. Instead, the surveillance appeared designed for intelligence gathering of an undisclosed, highly sensitive nature.

As the political landscape shifted and scrutiny over unauthorized surveillance intensified in late 2026, the perpetrators allegedly sought to cover their tracks. In October 2026, the suspects executed a coordinated data wipe, deleting system logs, access trails, and electronic footprints in a frantic bid to destroy evidence and obstruct the unfolding investigation.

Despite these attempts to sanitize the digital ecosystem, forensic digital investigators recovered enough residual data to reconstruct the timeline of the conspiracy, leading directly to the identification of the primary actors. While three high-ranking officials have been formally designated as suspects, law enforcement authorities noted that the investigation remains active. A fourth individual, identified by the initials SU, is currently undergoing intensive examination in the capacity of a key witness as investigators determine the full extent of the conspiracy’s network.

Legal Framework and Severe Penalties Faced by the Suspects

In announcing the legal status of the three high-ranking officers, Bareskrim Polri outlined a robust slate of criminal charges reflecting the gravity of the violations. The statutory framework applied in this case draws heavily from Indonesia’s updated legal codes, underscoring the severe legislative stance against the abuse of digital technologies and unauthorized state surveillance.

The investigators have formally applied multiple provisions under the law. The primary charge is levied under Article 258 of Law Number 1 of 2023 concerning the Criminal Code (KUHP). This article specifically criminalizes the unlawful act of intercepting, listening to, recording, diverting, altering, inhibiting, and/or logging transmissions of electronic information that are not of a public nature without legal authorization.

Commissioner General Asep Safrudin emphasized the severity of the legal consequences attached to this charge during his briefing to the press. Under the provisions of Article 258, the suspects face a maximum penalty of 10 years of imprisonment.

In addition to the wiretapping charges, the suspects are facing cumulative prosecution under Article 332, paragraph (1) or paragraph (2), of Law Number 1 of 2023 regarding the KUHP. This specific set of provisions targets intentional and unauthorized acts of accessing computers or electronic systems belonging to other parties. The application of these articles highlights the dual nature of the crime—not merely an interception of voice or data streams, but a profound cyber intrusion into protected technological infrastructure.

Official Reactions and Institutional Implications

The naming of a sitting Presidential Chief of Staff and two senior police generals as criminal suspects has triggered an unprecedented institutional earthquake within the Indonesian government. The scandal forces a painful reckoning over accountability, internal oversight within the police force, and the vulnerability of state communications infrastructure.

Senior government officials and legal authorities have stepped forward to address the implications of the case. Prominent constitutional law expert and former minister Yusril Ihza Mahendra was among the first to voice deep concern over the unfolding crisis. In early public statements reacting to the developments, Yusril characterized the wiretapping of the Head of State and key national figures not merely as a localized criminal offense, but as a severe systemic issue that poses a direct hazard to the structural integrity of the nation.

"This is a serious matter for a sovereign state," Yusril noted, reflecting the sentiment shared by many legal scholars and political analysts across Jakarta. The breach strikes at the core of executive confidentiality and national security, raising fundamental questions about how high-level security apparatuses can be weaponized or manipulated outside of democratic oversight mechanisms.

The involvement of Listyo Sigit Prabowo—a towering figure in recent Indonesian law enforcement history who previously commanded the entire national police force before transitioning to a pivotal role in the executive branch—compounds the sensitivity of the situation. The juxtaposition of a former National Police Chief facing a decade-long prison sentence for illegal surveillance marks a historic low point for institutional reputation, while simultaneously testing the independence and impartiality of the current leadership under the National Police Headquarters.

Broader Impact and Analysis of Future Consequences

As the legal process moves forward, analysts anticipate far-reaching ramifications across Indonesia’s political and administrative landscape. The scandal is expected to accelerate demands for sweeping structural reforms regarding how intelligence and surveillance technologies are procured, authorized, and monitored across all branches of government.

Historically, the regulation of wiretapping and electronic surveillance in Indonesia has faced persistent criticism from civil liberties groups and digital rights advocates who argued that ambiguous statutory guidelines left ample room for abuse by security agencies. This case provides concrete, albeit alarming, proof that advanced interception capabilities were deployed outside legal frameworks, potentially targeting the very architects of state policy.

The immediate fallout will likely compel the administration of President Prabowo Subianto to enact rigorous internal audits of all communication networks utilized by high-ranking state officials. Furthermore, the handling of the prosecution will serve as a crucial litmus test for the rule of law in Indonesia, demonstrating whether the judicial and investigative systems can impartially prosecute top-tier elites without political interference.

With the suspects facing up to a decade behind bars, Bareskrim Polri faces mounting public pressure to maintain absolute transparency as the dossier is prepared for transfer to the Attorney General’s Office. As Indonesia navigates this turbulent chapter, the nation watches closely to see how its institutions recover from a betrayal of trust executed from within the very sanctuaries meant to uphold the law.
